A control unit (15) of a virtual program list creating apparatus (2) creates user program viewing tendency information on the basis of the user program viewing history of a program that users have viewed stored in a database (11) by a storage unit (12), classifies the users by personal information on the users into groups, creates group program viewing tendency information representing which program each group views on the basis of the user program viewing history of the users belonging to the same group, classifies the programs broadcast through actual channels having predetermined frequency bands into program groups of virtual channels virtually having the frequency bands that the actual channels have on the basis of the taste of the users, user program viewing tendency information, and group program viewing tendency information, extracts program information on the virtual channels from the database (11) where program information which is information on the attributes of the programs broadcast through the actual channels is stored, and creates a virtual program list by arranging the extracted program information according to the virtual channels.
