A hoisting and towing device comprising a pinion gear (4), speed reduction gears (5a) meshed with the pinion gear (4) and pivotally supported on a fram e (1), and a load sheave interlocked with speed reduction gears (5b) and pivotally supported on the frame, characterized in that speed reduction gear bearings (8) are installed continuously with a load sheave bearing (7) installed at the center of the frame (1), wherein the shaft-to-shaft distanc e of the speed reduction gears is reduced and a load gear is formed integrally with the load sheave, whereby the entire device can be reduced in size and weight, and the number of parts and the number of man-hours for machining ca n be reduced.
