PURPOSE: An embankment substituting bag of a highly absorptive material is provided to previously manufacture and save by way of precaution against natural disaster or other emergency situations and easily save and convey the substituting bags because the bag is small and light. CONSTITUTION: An embankment substituting bag of a highly absorptive material includes a highly absorptive body having the absorptivity in the range of 200-350 times. The substituting bag is made of permeable fiber or resin, absorbs water from the outside to expand the volume. The substituting bag maintains water in a gel condition of a singular structure or a jelly condition and controls fluidity property of water, thereby stopping the flow of fluid.
