SOLUTION: This apparatus is equipped with an inner casing means 44 composing the reforming chamber 40 for storing at least a reformer 26 and an outer casing 45 arranged while surrounding the inner casing means 44 and forming an adiabatic closing space 52 having a prescribed vacuum degree between the inner casing 44 and an outer wall.
