PROBLEM TO BE SOLVED: To provide a protecting device and protecting method for tunnel structure capable of easily and effectively preventing the falling of a peeled piece from a tunnel structure. SOLUTION: In this protecting device 1, a plurality of protecting plates 2 are laid along the upper half surface of the tunnel structure T and arranged so as to closely cover the inner wall surface by mutually overlapping the end parts of the adjacent protecting plates 2. Each protecting plate 2 is fixed to the inner wall surface in a plurality of positions including the overlapped part of the protecting plates by use of a resin anchor 6 and a fixture 8 such as a bolt 81 and a nut 82.
