PURPOSE: An apparatus is provided to allow assembly and disassembly of the apparatus to be readily carried out and reduce manufacturing cost, while allowing for external air introduction and gas emission. CONSTITUTION: An apparatus comprises a main body(100) sectioned into an upper space(101), a center space(102) and a lower space(103), wherein the center space is communicated to the upper space through a communicating hole(101a), the upper space and the lower space are communicated with each other, and the main body has an insertion hole formed at a side wall of the main body in such a manner as to be communicated to the center space; a float(110) inserted into the center space, through the insertion hole formed at the main body, to be movable in a vertical direction within the center space, and which opens/shuts the communicating hole of the main body; a ring-shaped packing member(120) arranged in the communicating hole; and a screen installed to the main body so as to prevent foreign substances from entering through the insertion hole formed at the main body. The center space has a float guide(102d) which contacts the outer periphery of the float and guides ascending and descending motion of the float. The spacing between the top of the float guide and the communicating hole of the main body is equal to the height of the float.
