PROBLEM TO BE SOLVED: To prolong the life of a substrate which is conventionally shortened depending on the loading condition of the substrate, the amount of garbage, and the selected operation mode because temperature control is indirectly carried out by a heater surrounding a treatment tank based on the detection of the ambient air temperature for adjusting the environments in the treatment tank of a garbage treatment apparatus. SOLUTION: The water content of a substrate is detected 6 by a water content sensor 29 based on its temperature difference and the operation setting is switched depending on the temperature difference and the present operation setting. The operation setting is made possible to change step by step independently of the water content sensor 29 in both cases of ranking up and ranking down. If the water content is detected in the initial substrate condition, the water content sensor 29 judges that the substrate is excessively dry and thus the operation is carried out in the same operation mode for a prescribed time.
