PROBLEM TO BE SOLVED: To easily collect the counter value of provided service. SOLUTION: This device is equipped with a service providing part 117 which performs copying operation corresponding to counter value, a communication part 105 which can communicate with a mobile communication object 4 having discrimination information for discrimination from other mobile communication objects, a control part 101 which receives the discrimination information and contract information regarding a communication contract from the mobile communication object 4, a transmission destination determination part 113 which determines an accounting center according to the received contract information, and a transmission part 107 which sends the counter value corresponding to the copying operation at the service providing part 117 and the discrimination information to the determined accounting center. Each accounting center collects the counter value corresponding to the copying operation at the service providing part 117 by the discrimination information.
