PROBLEM TO BE SOLVED: To realize functional limitation of an operating terminal depending on the physical position or the form of connection of the operating terminal on the inside and outside of a transforming station. SOLUTION: When access from the inside of a transforming station where a protective controller is installed is discriminated from external access as the difference in the form of connection of an operating terminal, transmission system is arranged such that connection from the outside of a transforming station is made through a router. The router converts the source IP address of access information from the outside of the transforming station into a specific IP address being passed to the protective controller.
