PROBLEM TO BE SOLVED: To provide an underwater structure which has the long term effect of bottom material/water quality cleaning, suppresses the generation of H2S and is suitable for an inhabitable environment of a living body in shore reef area and also provide a cleaning method for bottom material/water of the water bottom where bottom sludge is deposited. SOLUTION: This underwater structure or bottom material/water quality cleaning method is constituted in such a manner that a lower layer which consists of powder and granular material having large angle of internal friction is formed and thereon, an upper layer which contains mill slag is formed. Alternatively, the underwater structure or bottom material/water quality cleaning method is constituted in such a manner that in the above constitution, the averaged thickness of lower layer which consists of powder and granular material having large of internal friction is made >=10 cm and the averaged thickness of upper layer which contains mill slag is made >=5 cm.
