PROBLEM TO BE SOLVED: To provide a VPN communication system with enhanced economy, reliability and convenience that does not require introduction, management and operation of an expensive VPN relating unit, and that does not restrict access channel and terminal location and eliminates a complicated procedure for countermeasures against a channel fault. SOLUTION: In the case of registering personal identification information required for authentication in advance onto an access means mounted on a terminal used by a user and making a connection to a communication opposite party, the access means recognizes neighboring transmission reception units, transmits registered personal identification information in advance and all transmission and reception data to connectable transmission/reception units. The transmission/reception units add the mount position information of the access means to the information from the access means and transmit the resulting information to a network controller installed in a VPN network. The network controller collates the personal identification information registered in advance with the information of the access means, returns access permission information and communication opposite party information acceptable to the VPN net work to the access means, and the access means starts communication with a permitted communication opposite party on the basis of the received access permission information and permitted communication opposite party information.
