PROBLEM TO BE SOLVED: To provide a network quality management system that can effectively utilize a network band so as to prevent a service from being deteriorated due to network congestion. SOLUTION: Receiving a band reservation request from an input device 1, a band reservation information management means 23 applies a verification request to a time zone dependent band reservation information integration means 22. The time zone band reservation information integration means 22 references to a band reservation information storage section 33 in the case of a new band reservation request in response to the request, retrieves overlapping of a reservation time zone between the new band reservation and the existing band reservation, uses a band integration table 32 to integrate the reserved band width when the time zone is overlapped, and gives the integrated value to a band reservation information verification means 21. The band reservation information verification means 21 receives the band reservation integral value per time zone, acquires reservation available band information of an object communication processing unit from a band information storage section 31, compares the information with the existing reservation information so as to verify the appropriateness of band reservation and returns the result to the time zone band reservation information integration means 22.
