PROBLEM TO BE SOLVED: To provide a method for excavating and kneading and an excavating and kneading machine for forming a soil cement wall of long width with good operational efficiency. SOLUTION: Vertically elongated excavator members 20 and 30 are lowered along vertical guides 10 and 20 at initial positions to excavate a vertical hole of a predetermined depth and soil produced by this excavation and a cement type suspension are kneaded together, after which the excavator members are horizontally moved along a horizontal guide 50 to excavate the vertical hole in a horizontally elongate shape. Soil produced by this excavation and the cement type suspension are kneaded together, after which the excavator members are horizontally moved along the horizontal guide back to the initial positions. Thereafter, the excavator members are raised along the vertical guides back to the top of the ground and soil produced by the excavation of a construction site and the cement type suspension are kneaded together at an original position to form the soil cement wall.
