PROBLEM TO BE SOLVED: To provide a fiber toe tension adjusting device of high accuracy and high reliability at a low cost. SOLUTION: This tension controlling device comprises a supporting frame 24 having a spool holder; a motor for driving the spool holder; a fixed end part rotatably mounted to cooperate with a free end having a direction converting free end on it, and an angular position sensor; a lower friction air cylinder 58 mounted on a dancer arm 50 and a supporting plate so as to apply the force thereto; a second direction converting roller mounted to cooperate with a second angular position; a controller 18 and a relating circuit for controlling the tension of the fiber by controlling a motor 42 corresponding to the position of the dancer arm, and controls the tension of one or more fiber toes.
