PROBLEM TO BE SOLVED: To reduce consumption of compressed air and to reduce capacity of an air tank or the like. SOLUTION: A driven side control valve 16 supplies/discharges compressed air within the air tank 12 for parking to a driven side service brake 13 based on air pressure of a signal port 16a and a parking brake control valve 18 delivers compressed air within the air tank 12 for parking to the signal port 16a based on manipulated variable of a parking brake lever 18a. A protection valve 21 for delivering compressed air of maximum pressure from the air tank 12 for parking to the signal port 16a when the parking brake lever 18a is released and allowing a part of compressed air to remain in the signal port 16a at the time of a maximum operation of the parking brake lever 18a is provided on a driven side parking signal pipe line. The driven side control valve 16 discharges compressed air of the driven side service brake 13 when the parking brake lever 18a is released and supplies compressed air of necessary minimum pressure when the driven side parking brake 13 is used to the driven side service brake 13.
