PURPOSE: A method for managing and forming a web site having an idle account inquiry service is provided to use all kinds of service using an idle account of a customer. CONSTITUTION: When a member access an idle account inquiry service(S320) and inputs an account number and a password number(S321), a server requests a certificate inquiry to a certificate center(S322). The certificate center informs a certificate result to the server(S323). The server stores the certificate result in a database storage section(S410) and requests an idle account inquiry which a customer requested to a banking organ(S325). The banking organ informs an idle account inquiry result to the server(S326). The server displays the idle account inquiry result on a monitor of a member(S327).
