PROBLEM TO BE SOLVED: To produce a catalyst having sufficient activities for hydrogenating desulfurization and denitrification of hydrocarbon oil, and to provide its manufacturing method. SOLUTION: A plasticized material is prepared by adding alumina hydrate to a hydrate comprising silica and magnesia having MgO content, expressed in terms of oxide, of 30-50 wt.%, so that the plasticized material contains 60-80 wt.% alumina hydrate calculated as Al2O3. Molybdenum, and nickel and/or cobalt are added to the plasticized material so that their amounts carried on the catalyst as a final product are respectively 17-28 wt.% and 3-8 wt.% expressed in terms of oxides, diethylene glycol and/or triethylene glycol are added in an amount of 0.2-3.0 times the total molar quantity of the active metal components, andβ-thiodiglycol is added is an amount of 0.1-0.5 times the amount required for the sulfuration of the active metal components, and the mixture is subsequently kneaded, molded, and dried.
