PROBLEM TO BE SOLVED: To provide an electrophotographic device capable of obtaining an excellent-quality color image by performing correction control approximate to a measured value even when ambient environment is changed. SOLUTION: This controller is equipped with an environment detection means for detecting an actuation environment state inside the electrophotographic device, a storage means for storing the variation value of permeability in accordance with the actuation environment state for every area by dividing the actuation environment state detected by the environment detection means to plural areas, and a target permeability arithmetic calculation means selecting a desired variation value out of the variation values of the permeability stored in the storage means based on the actuation environment state detected by the environment detection means and calculating a target permeability based on the selected variation value. The target permeability arithmetic calculation means uses a difference value between the permeability of developer detected by a permeability sensor and the permeability detected previous time for such calculation instead of the stored variation value of the permeability stored in the storage means when the difference value can be calculated.
