PROBLEM TO BE SOLVED: To provide an alternative idea for a transmission condition when transmitting data according to the transmission condition requested by a data transmitter. SOLUTION: A band management table storage section 32 stores a backbone band management table describing band use/nonuse identification information on the basis of a relation between a division band via a network 3 and a band transmission time quantity for each division band in the case of sending data from a data transmitter to a data receiver, a global resource management table storage section 33 stores a global resource management table denoting the state of the data transmitter and the data receiver, a table management section 36 references the backbone band management table and the global resource management table on the basis of the transmission condition request from the data transmitter, and an alternative generating section 37 generates an alternative transmission condition that is a transmission condition possible for data transmission and suggested to the data receiver by the data transmitter and transmits the alternative transmission condition information to the data transmitter.
