PURPOSE: A device for adjusting a screen of monitor and a method thereof are provided to perform a normal image on a screen regardless of an excess resolution input by sensing the resolution of input signal to adjust a horizontal/vertical size. CONSTITUTION: A receiver(10) recovers an encoded digital video signal into an RGB(Red Green Blue) signal, a horizontal/vertical synchronous signal, a data enable signal, and a clock signal. An activity region sensing unit(20) receives the vertical synchronous signal, the data enable signal and the clock signal, and senses a horizontal/vertical activity region. A micom(30) outputs a control signal to generate a sampling clock according to the sensed horizontal/vertical activity region value. A scaler(40) performs a size adjustment of the RGB signal by frame. A transmitter(50) transmits the output of the scaler(40) to an LCD(Liquid Crystal Display) module.
