PROBLEM TO BE SOLVED: To hold circularity and adequately provide smooth paper transfer by forming a fine pyramid-shaped projection directly on the circumference of a round steel material in a paper feeding roller and providing a projection amount with high density. SOLUTION: Many fine pyramid-shaped projections 7 are provided by inserting a female screw like die 9 into the round steel material 1, moving and cutting 6 ridges 4 formed by an automatic progress operation of a dice by cutters 5, 13 in a transversely longitudinal direction, dividing part of the protrusion 4, providing rotation feed, and forming the protrusions 4 by re-cutting 6.
