PROBLEM TO BE SOLVED: To provide a conductive roller having stable volumetric specific resistance under a wide environmental condition up to high temperature-high humidity from low temperature-low humidity and under high impression voltage. SOLUTION: In this conductive roller 1 for imparting electric charge, a conductive elastic layer 3 is formed on an outer peripheral surface of a conductive shaft body 2, and a resistance adjusting layer 4 is formed on an outer peripheral surface of the conductive elestic layer 3. This resistance adjusting layer 4 is composed of at least two layers including an inner layer 4a composed of a base resin adding no conductive filler and an outer layer 4b by adjusting volumetric specific resistance by adding and dispersing a conductive filler. The inner layer 4a is an independent base resin of, for example, 1014Ω.cm, and the outer layer 4b is adjusted to 106 to 1012Ω.cm below the inner layer in volumetric specific resistance by adding and dispersing the conductive filler to a base resin of, for example, 1013Ω.cm.
