SOLUTION: Negative pressure parts are formed in a flow channel, through which a fluid to be treated or a mixed fluid of the fluid to be treated and hydrogen peroxide flows, at a plurality places along the flow direction of the fluid to be treated or mixed fluid and an ozone-containing fluid is injected in the respective negative pressure parts. Throttled parts 12a, 12b gradually contracted in the cross-sectional area of the flow channel along the flow direction of the fluid to be treated or mixed fluid, expanded parts 16a, 16b gradually expanded in the cross-sectional area of the flow channel along the flow direction of the fluid to be treated or mixed fluid and the ozone contact parts 10a, 10b provided in the vicinity of the outlets 13a, 13b of the throttled parts and having ozone injection ports 15a, 15b in which the ozone-containing fluid is injected are arranged to the flow channel 1 along the flow direction of the fluid to be treated or mixed fluid and the cross-sectional area of the flow channel of the outlets of the throttled parts is successively increased along the flow direction of the fluid to be treated or mixed fluid.
