PROBLEM TO BE SOLVED: To prevent a valve element from being abruptly closed by negative pressure produced by the weight of the valve element, the water head of flush water remaining in a water storage tank and acting on the valve element, and the discharge of the flush water when the valve element is closed after the flush water in the water storage tank is drained until water reaches a predetermined level. SOLUTION: A resistance member which interferes with the flush water left in the water storage tank when the valve element is closed is provided on the valve element, either directly or indirectly.
