PROBLEM TO BE SOLVED: To solve the problem that a conventional method can not be used as it is for a video signal with a data rate being higher than that of an currently used TV signal. SOLUTION: In a shuffling device, one frame divided into blocks is divided into a plurality of areas and a segment is constituted of the blocks at positions having a prescribed offset value in horizontal and vertical directions, which becomes the same value in the plurality of areas, from prescribed start positions on a screen, which are uniquely decided in each one of the plurality of areas, by one-frame or two-frame unit.
