PROBLEM TO BE SOLVED: To detect the opening of an in-cell pulsator valve without using a limit switch. SOLUTION: Under the condition where coil voltage 36 of a pressurizing solenoid valve 15 is OFF, and coil voltage 37 of a pulsator opening/closing valve 17 is ON, in-tank pressure 35 of a pressurizing tank 14 becomes a predetermined low pressure within a specified period, thereby detecting the opening of the pulsator opening/closing valve 17. Under the condition where the coil voltage 37 of the pulsator opening/closing valve 17 is OFF, and the coil voltage 36 of the pressurizing solenoid valve 15 is ON, the in-tank pressure 35 of the pressurizing tank 14 becomes a predetermined high pressure within a specified period, thereby detecting the closing of the pulsator opening/ closing valve 17. The in-tank pressure 35 of the pressurizing tank 14 during opening of the pulsator opening/closing valve 17 becomes the predetermined low pressure earlier than the specified period, thereby detecting defective closing in a pulsator strapping valve 19. The in-tank pressure 35 of the pressurizing tank 14 during opening of the pulsator opening/closing valve 17 is not reduced to the predetermined low pressure within the specified period, thereby detecting defective opening in the pulsator opening/closing valve 17 or the pulsator strapping valve 19, or both thereof.
