A replica signal generated by a replica generating circuit is transmitted through a bus (204) to a synthesizing circuit (203). A channel assignment control circuit (202) assigns a new channel so that the relations between the order and the likelihood of the sub-sets such as likelihood information reported from the boards, (X to Z) information on the symbol rate and services (voice signal and packet signal) contained therein, and information on a target SIR. An assignment control signal is sent to the boards (X to Z).
