PROBLEM TO BE SOLVED: To effectively utilize city refuse and molten slag of sewage sludge and to manufacture a ceramic product stabilized in quality. SOLUTION: The crushed molten slag is classified into a specified grain diameter to obtain coarse-grain aggregate, the fine powder of molten slag is added to a melting material melted at a temperature lower than the softening initiating temperature of the aggregate to form a sintered material, the aggregate and sintered material are mixed, and the mixture is formed and then fired to obtain the product. Since the molten slag is utilized in both of the aggregate and sintered material in this way, the consumption of molten slag is increased, the mixture is firmly fused together by the sintered material containing the fine powder having the same composition as the aggregate without softening or deforming the aggregate in firing, and the quality is stabilized.
