PURPOSE: To obtain a wrapping and cutting machine enabling rod-like food dough composed of an internally wrapping material and a covering material to be cut without producing dough refuse and capable of forming pleats in wrapped and cut dough by installing turnable shutter pieces and forming boards at respective specific positions. CONSTITUTION: When a shutter 2 is made up of shutter pieces 22 having the number of n >= 3 and joined together, shutter pieces 22 adjacent to each other are made to slide by a coupling member. Vertical shafts having the number of n are installed at equal spaces on a concentric circumference to an opening for cutting and the shaft is inserted into a long hole of each shutter piece 22 so as to enable the shutter piece to turn around the vertical shaft center. When the shutter pieces of the number of n are turned synchronously in a normal direction and a reverse direction, the opening for cutting opens and shuts, respectively. Forming boards 27 are installed on undersides 28 of the shutter pieces and form a nearly radial shape when the opening for cutting has been shut. Wrapping and cutting operation is carried out while feeding rod-like food dough having a dual structure made of the internally wrapping material and the covering material from the upper part of the shutter 2 toward the central opening for cutting.
