PURPOSE: An artificial hydroelectric power station is provided to obtain electric energy by making a water circulating device with the centroid of a scales. CONSTITUTION: A water circulating device comprises: a horizontal pipe(11); an intake pipe(12); a large water tank(13) to withstand strong pressure; a folded pipe(15) to prevent a counter-current of water; and air intake pipes(17,18,19) to deflate air from the water tank. Water is continuously circulated from the water tank through the pipe and the folded pipe with small artificial help. Thereby, the water circulating device is used for a long time with small cost.
