PROBLEM TO BE SOLVED: To pin-connect inner and outer seal bands for closing the slit of a tube easily to an end member. SOLUTION: The ends of inner and outer seal bands 30 and 31 are fitted to the band fitting holes 32 and 33 of an end cap 10, and an installation pin 39 is fitted from the outside into a pin hole 38 through the installation holes 30a and 31a of the inner and outer seal bands 30a and 31a. The installation pin 39 is supported at the upper and lower parts and the intermediate part thereof by the pin hole 38 formed ranging from the upper wall part 35 through the center wall part 36 to the lower wall part 37 of the end cap 10. The ends of the inner and outer seal bands 30 and 31 are fixed to the end cap 10 merely by the fitting operation of the installation pin 38, the number of parts can be reduced without accompanying a screw connection, and the assembly and disassembly operations can be performed easily.
