PROBLEM TO BE SOLVED: To enhance a compression technology for block conversion coding, which does not give information relating to a coding parameter to a decoder. SOLUTION: The method used for a coding system on a block conversion basis that processes a block conversion coefficient relating to visual data of at least one block, includes a step where the block conversion coefficient reconfigured before relating to the visual data is specified and a step where a context selection value used to process the block conversion coefficient relating to at least one block is calculated on the basis of the block conversion coefficient reconfigured before.
