PROBLEM TO BE SOLVED: To provide a control device of internal combustion engine having a means, capable of lowering the temperature of an internal combustion engine 1, without causing deterioration of fuel consumption, when the internal combustion engine 1 is in overheated condition or expected to fall into the overheated condition. SOLUTION: When the internal combustion engine 1 falls into or is expected to fall into the overheated condition, the temperature of the internal combustion engine 1 is lowered by changing the opening and closing conditions of intake and exhaust valves 28a, 28b, 29a, and 29b. When the amount of air sucked into cylinders is reduced by changing the valve timings of the intake and exhaust valves 28a, 28b, 29a, and 29b, or a plurality of intake valves 28a and 28b are provided in one cylinder, a part of these valves 28b is brought into a closed condition.
