A system for providing communication service includes a memory and processing module. The memory stores network areas associating locations, network items, and number inventories. The locations represent sites capable of receiving communication services. The network items represent equipment capable of providing communication services to the sites. The number inventories include numbers for assignment to the sites receiving communication services. The processing module receives a request to provide a communication service to a first location. The processing module identifies first network items and first number inventories associated with the first location by one of the network areas, and assigns equipment from the first network items and a number from the first number inventories to the first location.
