PURPOSE: To obtain a high concentration metal colloid by reducing a metal ion solution in a liquid dispersion medium. CONSTITUTION: The metal colloid is formed by reducing metal ions under a reducing atmosphere by adding a metal ion solution and a pH compensator into a treatment liquid, which is obtained by adding a surfactant into water, by stirring while controlling the temperature of the treatment liquid. In the case when water is used in a volume of 400 to 500 times of that of the metal ion solution 1, the high activity and high concentration metal colloid is obtained under the following conditions. A non-ionic surfactant is used as the surfactant, and the amount of the non-ionic surfactant is 0.2 to 2 times of the metal ion solution. The amount of the reducing agent added is 40 to 60 times of the metal ion solution, and the amount of pH compensator added, which is used in order to control the pH of the treatment solution to be neutral or weak alkali, is 10 to 30 times of the metal ion solution when the concentration of the pH compensator is 5%.
