PURPOSE: To provide a method for obtaining a composite magnetic material which has sufficient flame retardancy and mechanical strength and is highly filled with flat soft magnetic powder from which strain is eliminated, without applying strain to the flat magnetic powder again in a manufacturing process. CONSTITUTION: By mixing vinyl chloride based resin, where vinyl chloride content is 75-90 mol% and glass transition temperature is at least 50deg.C with binder, mechanical strength and flame retardancy are ensured. By rolling a molded composite magnetic material sheet by using a roll whose surface is elastically deformed, the density of composite magnetic material is increased without applying strain to flat magnetic powder, and permeability characteristic is improved.
