PROBLEM TO BE SOLVED: To enhance the function (capacity) of a fluid treatment material used in the treatment such as cleaning or the like of water or air and to reduce the production cost of the fluid treatment material to a large extent. SOLUTION: At least one base material selected from a base material having a fluid cleaning function, a base material having an activating function, a base material having an adsorbing function of an odoriferous substance, a base material having a sterilizing function of microorganisms and a base material having an oxidizing or reducing function of organic matter is ground to form a base material powder. The base material powder and an adhesive are mixed and stirred to form a powder mixed emulsion and a fiber material is immersed in the powder mixed emulsion to be impregnated therewith and this fiber material is dried to fix the powder mixed emulsion on the outer surfaces of fibers.
