PROBLEM TO BE SOLVED: To obtain a thickening and gelatinizing agent composition excellent in properties for thickening and gelatinizing an oily material, and further to obtain a stable gel composition of the oily material by using the composition. SOLUTION: This thickening and gelatinizing agent composition contains one or more kinds selected from a group comprising an oily dispersion of titanium oxide obtained by adding one or more kinds of organic compounds having an atom and/or a polar group having a lone electron pair in the molecule, or further one or more kinds of hydrolysis retarder, and water to titanium alkoxide or an oily solution or dispersion thereof, and a lipophilic titanium oxide powder obtained by removing the dispersion medium from the oily dispersion and drying the resultant product, in combination with one or more kinds selected from organosiloxane derivatives having two or more functional groups of one or more kinds selected from a group of a carboxy group, a carboxyalkylene group, a hydroxyphenyl group and a phosphate group. The highly viscous or gel composition containing the oily material is obtained by using the thickening and gelatinizing agent composition.
