PROBLEM TO BE SOLVED: To provide a device/method for encoding image data, a recording medium and an image forming device capable of developing new possibility of improving the compressibility of image data more than in the conventional practice and increasing the quantity of an image which can be stored in the recording medium of a fixed capacity as the result. SOLUTION: On encoding multi-valued image data 201 where the pixel value of one pixel is expressed by plural bits, the values of plural bits expressing the pixel value of each pixel are stored in a buffer memory 103 in a form developed on a two-dimensional plane so that they exist on the same plane, and the values are encoded by using a method such as arithmetic coding with prediction using a template regulated in JBIG, for example.
