PROBLEM TO BE SOLVED: To provide a hydraulic pressure testing device capable of eliminating the need for welding a tube joint, U-tube, and plug member to the end part of each tube of a furnace wall tube panel, performing hydraulic pressure tests without any professional welders, eliminating the need for cutting the tube joint, U-tube, and plug member after the completion of the hydraulic tests, previously performing the work of opening the tip of the end part of each tube in the manufacturing stage of the furnace wall tube panel, reducing work man-hours as a whole, and repeated use. SOLUTION: A short tube 11 with a small-diameter part 9 and a large- diameter part 10 formed at the tip of the small-diameter part 9 and insertable into a tube 1 is connected to each of the end part of the tube joint, both end parts of the U-tube, and end part of the plug member. A water seal member 13 is mounted to a ring-shaped groove 12 formed in the large-diameter part 10 of the short tube 11. A lock member 14 for supporting a force in an axial direction exerted on the short tube 11 is arranged in the small-diameter part 9 of the short tube 11.
