PROBLEM TO BE SOLVED: To confirm whether the usable band of a user is more than a prescribed value B or not even on the condition that the use band of the user already exists (the traffic of the user flows). SOLUTION: A load traffic is transmitted to a user device, the use band of the user is measured while including the load traffic and it is confirmed whether the usable band of the user is more than the prescribed value B or not.
