PROBLEM TO BE SOLVED: To provide a reaping, lifting and lowering controller of a reaping harvester capable of carrying out a reaping operation in an excellent state by performing a lifting and lowering operation of a reaping part in a control state suitable for the state of operation to be carried out when the reaping operation is performed. SOLUTION: A traveling machine body V is equipped with a reaping part provided with a separation tool at the lower part of its tip in a freely lifting and lowering manner by a hydraulic cylinder CY. The traveling machine body is equipped with a ground state detection means S4 for detecting the separation tool in a contact state with the ground. A lifting and lowering control means 14 is constituted to carry out a forced lifting control for lifting the reaping part by detection of the ground state in advance of an ordinary lifting and lowering control. When the execution is ordered by a forced lifting order means SW5, the forced lifting control is carried out. When a stop is ordered, the forced lifting control is stopped.
