PROBLEM TO BE SOLVED: To forcibly return a throttle valve 4 from an idle up condition actuated by an electromagnetic actuator E to a regular idling condition by the will of a driver. SOLUTION: A valve-opening wire 32 and a valve-closing wire 33 are engaged on a throttle valve lever 6 and the throttle valve 4 is forcibly opened and closed. An operation level 11 is arranged freely rotatably around a shaft center C of a throttle valve shaft 3 and is engaged to an output level EA of an electromagnetic actuator E. A throttle valve closing side absorption mechanism P mechanically presses the throttle level 6 to maintain the throttle valve 4 open at a designated opening according to rotation of the operation level 11, when the operation level 11 is moved to a throttle valve opening direction side by the electromagnetic actuator E, and closes the throttle valve 4 less than a designated opening, when a forced closing force is applied to the throttle level 6.
