PROBLEM TO BE SOLVED: To efficiently perform a flaking crushing operation for recycling plastic wastes together with a washing operation under work conditions such that dust and noises are prevented from being produced by effecting a high-speed rotating crushing using small-output motors. SOLUTION: A top body 1a for receiving sprinkled water, a lower body 1b, and a take-out tank 3 are disposed below a hopper 4 for feeding a crushing material M0, and fixed blades are releasably attached inside the body 1b over the entire length thereof. In the body 1a and the body 1b, a plurality of rotating plates 6 are fixed to a rotation axis 5 so as to be spaced apart by an interval L6, and a rotor R, to which rotating blades 7 each for connecting the forward end of each of the rotating plates 6 are releasably fixed, is provided. A screen 8 is disposed on the underside of the rotor 8 so as to be spaced from the locus of each blade 7 to discharge crushed flakes M1, falling down from the screen 8 together with water, from the tank 3 together with the water.
