PURPOSE: A forming composition of silica sleeve containing fused silica powder, water-based ultrafine fumed silica powder, a basic aqueous solution, polyethyleneimine, a pH reducing agent and a drying aid and a process for producing silica sleeve therefrom are provided. Therefore, silica sleeve is obtained from the composition which is environmentally benign and economical without using harmful polymers. CONSTITUTION: The composition for forming silica sleeve contains fused silica powder having an average particle size of 1 to 40 micrometer, water-based silica slurry of ultrafine fumed silica powder having an average particle size of 7 to 100 nm, a basic aqueous solution as a dispersing agent, polyethyleneimine, a pH reducing agent and formamide as a drying aid. A mass ratio of the fused silica powder and ultrafine fumed silica powder is 40:60 to 95:5.
