PROBLEM TO BE SOLVED: To provide an external electrode type rare-gas fluorescent lamp having a flat illuminance distribution and a document illumination device. SOLUTION: With respect to the external electrode type rare-gas fluorescent lamp where a pair of electrodes 12 are arranged on the outside surface of a glass tube 11, in which rare gas is sealed, and the inside surface of the glass tube is coated with a fluorescent material 13 and an aperture 14 which is not coated with the fluorescent material is formed, reflection faces 22 of reflection members 20 are partially arranged in parts, where the illuminance is reduced, in the diametric direction of the glass tube along the edge of the aperture. Reflection mirrors 40 are arranged in positions facing the reflection faces of reflection members attached to the external electrode type rare-gas fluorescent lamp arranged under an original platen 10, and light radiated through the aperture of the fluorescent lamp is reflected by reflection mirrors or reflection faces of reflection members are is converged on the original platen like a slit.
