PROBLEM TO BE SOLVED: To provide a terminal network controller which can be charged in a standby or ringer mode when the electric power is bed from a telephone line and also can be quickly charged even in an installation construction mode. SOLUTION: A rectifier circuit 61 is prepared to rectify the voltage polarity of a telephone line together with an insulation resistance 62, a power supply capacitor 63 and a constant voltage circuit 64 to get the electric power even in a standby mode. In such a constitution of a terminal network controller, a fast charging circuit 66 is added in a parallel to the resistance 62 to obtain the electric power. Furthermore, a two-step charging circuit is constructed in addition to the circuit 66 by means of a loop control circuit of a calling communication mode power circuit. Thus, the terminal network controller can be charged even in a fully discharged state.
