PROBLEM TO BE SOLVED: To obtain a pulverized product of a carbonaceous material as a snow melting agent, capable of being dispersed without plugging the hopper of a spreader. SOLUTION: This snow melting material is characterized by comprising 80-95 wt.% pulverized product of the carbonaceous material consisting essentially of the carbonaceous material particles having <=1 mm particle sizes, and 5-20 wt.% water included therein. The method for producing the snow melting agent is characterized in that the pulverized product of the carbonaceous material consisting essentially of the particles of the carbonaceous material having <=1 mm particle sizes is produced by pulverizing the carbonaceous material comprising the carbonaceous material having >=1 mm particle sizes, and water is sprayed on the obtained pulverized product while stirring the pulverized product to mix the water with the pulverized product of the carbonaceous material, and to regulate so that the water content of the carbon powder may be 5-20 wt.%. The snow melting agent can be produced from an inexpensive raw material by a simple method, is not frozen at the time of use, does not plug the hopper and can melt the snow in a comparatively short time.
