PURPOSE: A low tar tobacco is provided, which eliminates tar effectively in a filter by lowering the temperature of smoke containing the tar in an air space and then inletting the frozen tar into the filter. CONSTITUTION: The low tar tobacco is produced by a process comprising the steps of: forming the air space(13) between tobacco material(11) and the filter(12), wherein the air space(13) has a thickness of 3-10mm longitudinally; rolling the tobacco material(11), the air space(13), and the filter(12) in a cover paper(14), wherein the cover paper(14) around the air space(13) has at least one air inlet hole(15) having a diameter of 0.5-1.0mm for inletting outer air into the inside.
