PROBLEM TO BE SOLVED: To provide a phosphorus-containing epoxy resin composition that can have flame retardancy even though it contains no halogen, and is excellent in adhesive strength and heat resistance. SOLUTION: The resin composition comprises a phosphorus-containing epoxy resin [A] containing 20% by mass or above of a novolac type epoxy resin obtained by reacting an epoxy resin with an organophosphorus compound as represented by formula (1) for example; a bisphenol A type epoxy resin [B] having an average epoxy equivalent weight of 2,000 or below; and a curing agent [C] as the essential components, wherein the content of phosphors is 0.5-4.0% by mass in the total amount of the composition, and that of the bisphenol A type epoxy resin is 2-20% by mass in the total amount of all the epoxy resins. The phosphorus-containing epoxy resin can furnish the composition with increased flame retardancy, and the bisphenol A type epoxy resin can furnish the composition with increased adhesive strength and increased heat resistance.
